Technical Assistance Services

The Catalyst Center, in partnership with the California Department of Social Services (CDSS), provides no-cost technical assistance (TA) to support counties, Tribal partners, and providers in strengthening services for children and youth with individualized complex care needs.

Our Approach

Our Technical Assistance is designed to strengthen partnerships across systems. We aim to be youth-centered and trauma-informed with TA that is responsive, collaborative, practical and solution-focused while grounded in current policy and best practices.

Technical Assistance Areas:

Youth Resource Workgroup (YRW)

Need support with consultation, resources or services for a youth with complex needs? The YRW provides collaborative consultation with subject matter experts to assist with:

  • Placement preservation
  • Placement transitions
  • Identifying alternative placement options
  • Understanding funding for services
  • Youth with unmet service needs
  • Behavioral health and substance use needs
  • LGBTQ+ affirming supports
  • Youth victims of exploitation
  • Youth at risk of being exploited
  • Cross-system problem solving

Youth-Centered Continuous Quality Improvement (CQI)

Partner with our team to strengthen organizational practices and improve outcomes for youth in congregate care settings. Support may include.

Presumptive Transfer
(PT)

Technical assistance is available to help counties and providers understand and implement California's Presumptive Transfer requirements. Support may include:

  • Individual consultation
  • Policy and implementation guidance
  • Cross-system collaboration

Specialized Provider & County Support

Receive consultation on topics including:

  • Building specialized programs for youth with complex needs (Innovative Models of Care)
  • Placement preservation and stability
  • Permanency planning and family     engagement
  • Trauma-informed and youth-centered practices
  • Cross-system collaboration
  • Community resource identification

Children’s Crisis Continuum Pilot Program (CCCPP)

CCCPP is a CDSS-administered pilot supporting selected counties to build and test a continuum of crisis services for children and youth with the most complex behavioral health needs, reducing reliance on out-of-state placements, emergency departments, and unplanned placement moves. We provide implementation-focused technical assistance to pilot counties and their partners.

  • Pilot site readiness assessment and implementation planning
  • Capacity-building plans with prioritized, site-specific action steps
  • Learning collaboratives and topical learning arcs, like funding and sustainability
  • Ad hoc discussion spaces to surface shared barriers and implementation questions
  • Cross-system coordination among county child welfare, behavioral health, probation, providers, and state partners
  • Guidance on continuum components such as crisis response, placement, transition, aftercare, and family support
  • Policy interpretation and implementation guidance as state requirements evolve
  • Toolkit and resource development
  • Continuous quality improvement and performance measurement support
