Youth First for Counties

The purpose of Youth First is to develop 75 Enhanced Care Programs, using Enhanced Short-Term Residential Therapeutic Program (E-STRTP) or Enhanced Intensive Services Foster Care (E-ISFC) models, for youth with complex challenges in California. These programs will provide short-term, individualized care and treatment for one to two youth at a time. Applications are now open for counties and providers to participate in the project and receive support and technical assistance as they develop these programs. The counties selected will be actively engaged in developing these models in partnership with providers. Applications should be submitted by county leadership (director level or above).

Selected participants will receive support and guidance to design, license, fund and open programs for youth with complex challenges who would benefit from more intensive support than are available within the current system of care. County partnership with the Catalyst Center and Casey Family Programs in the Youth First project is intended to last between 6 and 18 months.
